  1. Azzolini, Davide; Marzadro, Sonia; Rettore, Enrico,
This report provides an extensive and technical account of the evaluation carried out in the framework of the TeachUP policy experimentation ("TEACHer Upskilling Policy experimentation") co-funded by the Erasmus+ Programme of the European Union whose aim was to support policymakers, teacher trainers, training providers and other teacher training stakeholders in finding ways to scale up effectively and efficiently online teacher training.,

In scalable online courses like MOOCs, with potentially many participants, external expert assessment of course work becomes more challenging and costly. In that context, peer assessment can potentially play an
an important role in online teacher training, as it provides numerous potential benefits. However, peer assessment can fulfill its potential only provided that peer and expert assessment scores are quite similar (i.e. they need to demonstrate inter-rater reliability) and the qualitative feedback provided is useful.
The report on Peer versus Expert Assessment looks at peer assessment as a viable approach to assess learning achievements in online courses. Peer assessment is compared with instructor/expert assessment in the context of an online course developed for the TeachUP project. Teach-UP ("TEACHer Upskilling Policy experimentation") is a policy experimentation, co-funded by the Erasmus+ Programme of the European Union aiming at supporting policymakers, teacher trainers, training providers and other teacher training stakeholders in finding ways to scale up effectively and efficiently online teacher training.

This report offers policymakers and teacher training providers an overview of the results and the corresponding recommendations from the TeachUP experiment of introducing personalised support in scalable online courses for teachers. Within TeachUP, four Massive Open Online Courses (MOOCs) on new teaching competences (i.e., collaboration, personalised learning, formative assessment, creative thinking) were developed. The four MOOCs were piloted in ten countries (Austria, Estonia, Greece, Hungary, Lithuania, Malta, Portugal, Slovakia, Spain and Turkey) and involved around 4,000 teachers and student teachers.
The findings presented offer a clear opportunity to improve the impact of online training of teachers that is effective at scale.
TEACHUP is funded by the Education, Audiovisual & Culture Executive Agency of the European Union through the Erasmus plus Programme Key action 3: Initiatives for policy innovation – European policy experimentations (EACEA/34/2015).
